When I did it, I added the domain admins group to the default security.
On all three items in the default security tab.
Default access, Default Launch, and Default Config.
Then on the application tab, I chose the ISA Report Data Collector,
clicked Properties, made sure general was default, and on the security
tab, the first two were default, but the last was custom, so go into edit,
ad yourself or domain admins and give full control.
Mine workes with those settings.
