When you opened the certificates MMC, did you choose "current user" or
"Local Computer"?

My $ is on "current user".

True, I said "pretty much the same" due to his fumbling around.  

 

So, out of curiosity, I decided to go for broke.  I went through the
article http://www.isaserver.org/articles/exportsslcert.html, and
followed the procedures exactly as listed.  Now, "I" am the only one
that can view this certificate, the other two accounts cannot see it
now.

 

Where are these permissions stored?

"pretty much" isn't "exactly the same".

The fact that the certs are only available to the original account tells
me that they're not installed in the local computer storage, where they
should be.
