ISA can't block by MAC addresses.
Even if you limit logon for a particular user to a specific machine and reserve 
IPs in DHCP, it's wasteed effort.
Your users are not even the core of the problem; they're the symptom.
You need to get your bosses involved.  If they can't dictate a reasonable logon 
policy, you can't possibly enforce one.

Quit trying to control user actions via network limitations; policies have to 
come from "on high" or they're useless.
