Sorry- I was in Linux-land configuring an Apache install and locking down 
IPChains ;)  Took me a sec to get  back in ISA-ville...

OK- You've got to have the packet filter created, so re-enable that guy, 
leaving it dynamic.

Let's run a network capture on the external interface- this way you can see 
if the packet is getting out and back to the external card which will let 
you know that there is something is your ISA config.  If it gets out but 
not back it, it could be something at the router-- for instance, not only 
to I nail down ISA, but I have my Cisco access-lists nailed down to the 
host allow level- so I had to allow UDP 123 from tick.navy.mil into my 
network on the router as well...

If you have time to do a netcap, that would be great.
