Yup 1 licence per processor, whether standard or enterprise.

We went though licensing issues with MS on ISA Enterprise.  We are using
a 2 processor box to run our ISA Enterprise server and we had to
purchase a copy of ISA Enterprise for each processor.

I agree with you, that is why I mentioned that you might want to call
Microsoft and verify, I doubted myself what I was told from Microsoft's
Tech support, as far as Licensing per CPU, I know ISA Standard will
support up to 4 processors and beyond that you will need the Enterprise
version, I am using ISA under the assumption that
it will be fine if you have 10 or 1000 connections running through it.

        That does not make sense. ISA is licensed per processor, not by
CAL. Now, if they mean that on outbound, it checks how many Domain CALs
there are, and if there are more users than that trying to go out, then
that I understand.

        In speaking with Microsoft regarding your question, because I
used my MSDN copy of ISA for testing purposes, Microsoft told me that
every connection into ISA uses

        a single license and when it reaches it;s limit ISA will refuse
any connecting attempt beyond that. You might want to confirm this
though.
