If the server is a member of a domain, it follows the licensing for the
domain.

What exactly are you trying to figure out?

If you have one hundred local users, and you have the appropriate CALs for
the domain, and you have the appropriate license for the server OS and ISA,
then those one hundred users are fully licensed to use ISA.
