Since you (yet again) fail to describe the failing client config (web
proxy or firewall client), it's a bit difficult to help you.
What application are you testing with ; browser or other FTP app?
What do you find in the IA logs for the failed attempts?

I need to know what's going on with ISA 2004 Server and FTP servers.
I seem to only be able to get access to FTP servers using PASV modem on
my workstations that are setup under secure NAT. However I know people
who are behind Linksys (Mickey Mouse routers) who can access these same
sites without needing to turn PASV mode on, why is that and is there
anyway to make ISA allow the non-PASV supporting sites work too?
The people on the other end are using anything from Linux FTP, to ServU
and G6 FTP server.
