I'm not planning to install it anywhere. I'm just inquiring about the future 
upgrade path and Microsoft's plans to make it available to SBS2003 users.

Hi Amy...

One big reason:
It was never tested.

As I said; you can install it on any platform you want, but the only supported 
ones right now are W2K and W2K3 (not Web Server).
