I've never personally hit that particular snag, but there is an order to the
services that may have hit a snag:
Stopping -
WEB proxy service
RRAS
FW service
Control service
Starting -
Control service
FW service
RRAS
WEB proxy service

Have you ran into this problem with installing VPN for clients?
After installing VPN for clients then reboot ISA's services fails to start
due to RRAS?
