Like Jim, I haven't seen this situation before. Although I've been running into a lot of weird ISA Server problems that take place when the SPIDs magically disappear from an ISDN configuration :-) I know that there is a Q article out there somewhere that shows you how to set the order of when services start. If you can find that article, you could manually set RRAS to start after the ISA Server related services. I'll check and see if I have that article around.
