We have a full T-1 that is dedicated to ISA/Web access.  The only other
traffic on the T-1 is a littly used OWA server.  We have already
explored that possibility.  Our provider is telling us that our peak
usuage is in the 70% to 80% range.  We are already exploring getting
additional bandwidth (30-40 days out).  My concern is that one of the
people complaining (our CIO) is in the office before most people are
here and is reporting the slowness.

While increasing the CACHE file size will help, have you looked at 
Performance Monitor to see if there is a bottle neck somewhere on the 
server? 
How is the page file set? 
Is this Advanced Server, and if so, have you set the large memory switch
in 
the boot.ini?
