If you think it might me a slow connection you could use mrtg to monitor
your bandwidth utilization. It is open source and a very good piece of
software. Plus runs on anything.

Fine, but what about your pipe to the Internet, maybe you should request a
traffic study from your provider to see the utilization on your bandwidth.

I have looked at Performance Monitor and everything seems to be running
within "norms" which is why I am a little baffled at the perceived
performance.
The page file is 2GB on the system drive.
It is Windows 2000 Standard.

While increasing the CACHE file size will help, have you looked at
Performance Monitor to see if there is a bottle neck somewhere on the
server?
How is the page file set?
Is this Advanced Server, and if so, have you set the large memory switch
in
the boot.ini?
