I was intrigued with your question but the answer is simple enough!
When you open the CC field for editing (insertion point at end!) swipe back
up to the add contact button and you will be presented with the full list of
contacts.
If you have put yourself into the contacts list you can select that email and
it will appear in the CC field as that is the active edit box at this point.
It does not matter whether you have anything in the To field or not.
