[Ilugc] anna univ affliated curriculum does not allow to do 5th sem proje in OpenSource, need help

I think you have got the wrong end of the stick here! What is wrong
with being a Ph.D. in mathematics? :-)

He doesn't know, how to run "Hello world in C" prog also.

This _is_ a problem.

for eg: for mechanical department hod must studied mechanical and also he
must be master in that field.

I know experts in mechanical engineering who came from Ph.D.'s in
different subjects like Physics.

The main problem is not what people's background is but what their
interests are. Often people become jaded with time and lose interest.
At this point some "convention" or "policy" which was written years
ago seems more important to them than teaching or studying or
following one's interests.

One of the strongest proponents of proprietary software that I know is
considered by some to be the grand-daddy of computer science in the
country.
