 Try gnudialer.org or astguiclient.sf.net. I'd recommend the latter , but its 
only a personal choice. They are both asterisk based. Avoid the asterisk 1.2.11 
tree for call center applications. You do not need a NIC from digium or 
anything for below 30 seats at least. But make sure your timer is set from 250 
default to 1000 in a re-built kernel . Use ztdummy with zaptel as a timer and 
no need for a card. Also, use at least kernel version 2.6.5+ to avoid a  bug in 
the ztdummy use that will give jitters in the voice.
 Please do mail me if you encounter difficulties.
 Plenty of guys are re-branding these as their solutions and they are very much 
in the market under various names.

Someone told me that call centers use only linux. I think that makes sense bcoz 
you would want to cut costs where it hurts the most; telecom.

Today you have entire EPABX in software itself that will make the most 
expensive solution hang its head in shame. Google for Asterisk and you will 
know what I mean.

ISTM you will have to buy the appropriate card from Digium and setup Asterisk 
that will route your calls either thro' PSTN or VoIP.

Apropos of VoIP you have skype that runs very well on linux.

Others should add to whatever I have told here.
