Try gnudialer.org or astguiclient.sf.net. I'd recommend the latter , but its
only a personal choice. They are both asterisk based. Avoid the asterisk 1.2.11
tree for call center applications. You do not need a NIC from digium or
anything for below 30 seats at least. But make sure your timer is set from 250
default to 1000 in a re-built kernel . Use ztdummy with zaptel as a timer and
no need for a card. Also, use at least kernel version 2.6.5+ to avoid a bug in
the ztdummy use that will give jitters in the voice.

Plenty of guys are re-branding these as their solutions and they are very much
in the market under various names.
