Jelena,

Well, it's a new year, my support guy is back, and problem solved!  It turns
out that the *.pad files were not a known file type (RMB on the file to
Properties, Type of File is "unknown").  Not sure why double clicking on 8
character or less *.pad files would load it into Pad Designer, but not over
8 characters, doesn't makes sense.

So setting it up in explorer (Tools -> Folder Options...) to open up all
*.pad files with "pad_designer.exe" did the trick.
