Yes, bubble turned off will allow you to do anything, but when you update drc the errors will be there. But what I did find is that while in the slide command if you have bubble turned on it tries to clear the drill hole size, plus the DRC clearance as I thought should happen. But if it's turned off it will let you drop it down encroaching the hole without an DRC marker. Attached a snap shot of what we are seeing.
