It shouldn't be the ISP.  I live in the middle of town, near the ISP office,
actually!

It could also be his ISP. When this stuff happened to us we had been signed
up for 2.0 meg dsl when we live in an area that only supports 1.5 megs. That
caused all kinds of timing out of the internet and it was only noticeable on
the Icon. Sometimes Tre was fine while I could not connect at all and other
times we both were up the creek. The computers usually connected just fine
however.
