  Something you could try is using the fizzle_replace_terrain, and have 
  your scorched earth effect have a duration of -1 (I think that's 
  immediate if memory serves me). I believe this also lets you specify 
  only certain types of terrain, so it should work nicely for you if my 
  guess is correct.
