These USB3 devices are not hot-pluggable, are they? If I manually disconnect 
the mouse, it will not
work after plugging it back in. I have to reboot.

What makes you think this is not a bug?

The mouse should continue to work and should be hot pluggable. If it's not, 
that's pretty clearly a bug and should be reported.
The bugtracker is very slow at the moment, but works. Just be very patient.
