Yeah an input_server filter add-on would definitely be involved at
some point, now whether it does EVERYTHING for a switcher, I'm not
sure. Can you even show windows or views from an input_server add-on?
Another bug the current system has is the keyboard handling for
Ctrl-Tab is in BWindow, so if the current window is locked up for some
reason, the Switcher also won't come up, since the keyboard input
isn't handled.

I'm pretty sure Adrien was indeed suggesting that, though I could have
misinterpreted what he wrote.
