If anything, an input_server filter add-on might make sense here.

I don't think anyone's proposing having Deskbar itself manage it,
merely there being a replicant in Deskbar that lets you get at some of
these things, which would still be maintained/run by the
notification_server (and, being a replicant, could live someplace else
entirely if desired).
