#16677: Translation problems when more then one preferred language is set

I encountered a partial translation of the App "Tipster" under following
circumstances:
If in preferences -> locales is set only English as language, the app is
in English
If in preferences -> locales is set English and German as language, the
app is half in English, half in German.
As you see in the screenshot, the App reads and prints the preferred
language in the Terminal.

Same behavior with the App "Clipdinger".
It doesn't matter if German is first on the "Preferred Languages" list or
English.
Why should I set two ore even more preferred languages? I mean, what is
preferred in this case? For me it's not clear, which language in this case
should be used in applications. Maybe for the translation kit isn't
neither :-)
