Indeed, it looks like there is a snooze() in the USB < 3.0 initialization

The snooze is for 10,000us (10ms). Clearly we should do the same in XHCI.
It's interesting nothing else ran into this problem before...
Can you please post a syslog of this failure occurring, so we can see
exactly what it looks like?
