I too have seen this when replication is failing. In my case the jet database was in journalwrap error. If I remember correctly there is a registry setting where you edit/add a journalwrap key in HKLM/System/CurrentControlSet/Services/NTFRS/Parameters. You could probably google it. Basically it deletes and re-adds the DC to the replication set. YMMV. Martin T.
