If you're seeing this on your DC, then that means your DC is having a hard time read one of the GPOs that apply to it, which is obviously not good considering it should be using its own copy of the GPO to process policy. The GUID below is the default domain policy GPO so it appears that there may be permission issues with the SYSVOL portion of that GPO on that DC. You might want to check that DC's FRS event log to see if FRS is having a problem replicating GP to that DC. I would start there.
