I am in favor of the host simply specifying the language ID and
the plugin returning all strings in unicode in that language, or whatever
language they map to that language ID.


Me too,

I do my own Localisation via satellite dlls. If the host provides the language ID I'm happy to do the translation myself.

gettext is good, It's just it may not suit everyone.
