Those are the GMRS channels and that is correct you do have to have a license 
to brodcast on the GMRS frequencies.  If your radios have the options to select 
the signal output you should be able to use the shared FRS/GMRS channels at the 
lower output w/o a license.  The following link may help tell the difference in 
the FRS and GMRS fchannels, please look around the rest of the site for any 
other answers you might want.
