Yep. I will often recommend that a cacher make their cache or event a
private listing and advertise elsewhere.
There have been lots or really cool ideas that come across that I just
cant do anything with but nothing at all prevents anyone from talking
up a private event on the local newsgroups or other listing services
to get it publicized.
