Waseem,
You can set up a CALCA block which using the SUB command compares the value
every 10 minutes and if the value hasn't changed, trigger a binary output.
Tie this output to a CIN block which you will setup to alarm.
You should also consider including a deadband into your calculation so that
the value needs to change by a certain delta for it to be considered a true
value change.
