I had a very similar problem with Aim_OPC occasionally at my last site -
clients were Metso OCS APC applications.  We'd encounter the problem about
once a month - symptom was a bunch of close_wait sockets.  We normally
rebooted the  OPC server to correct.  Never did get it resolved.
