No. AFAIK desktop menus etc are generated via some mechanism that is uniform across the DE, and essentially independently from the content of specific applications (and their artwork, if any). Can I suppose that for xfce too, desktop menu content is derived from application-specific .desktop files? If so, the format of the ICON data in such files is prescribed by the corresponding specification. Any workaround for a particular context needs to be addressed by the packager for that context, via link, or copied file, or ...
