For several years now Debian (and Ubuntu) don't quite maintain emel
binaries. I would safely assume that no one is. I've just switched to
Xubuntu from Debian testing and in the future I would like to generate
.deb packages for emel, but I'd need to learn packaging  .deb
archives. For the moment, I wouldn't hold my breath.
