I asked a friend/co-player
to become Spain
he is interested in the period
but he didn't know the game
so I sent him the rules yesterday
I may have an answer (hopefully positive) during the weekend
meanwhile I 'm not against the Ottos acting as Spain

Long term, although the game is designed for 7 active players, we may use the
UMP option since it is already in the rules in order to accommodate for cases
that 7 players are not available.
I would not like to go until the end with Spain in this status but I prefer
it than destroying the game.

As for myself, I will go with any of the three options. But my personal
preference is 1-3-2, in that order.
