with one of the starting players dropping out of the game, we are left with
some choices. For the time being, the Ottomans could play Spain as due to
their agreements they are their closest allies and this is not likely to
change for the current war. But in the long run, we need to...
1. find a replacement for Spain
2. treat Spain as an UMP
3. end this game
