The answer is no.  Even if you have survived for three years you are NOT
guaranteed tenure.  The school district can still "dismiss" you.  Some
districts will inform you before they refuse you tenure so you can
resign before the board hearing.  Being refused tenure looks really bad
if you are applying to other districts so they let you leave before
that.  

Getting rid of a tenure teacher is very difficult.  There are certain
things that you have to prove about that teacher.  I think there are
three different ways you can dismiss a tenure teacher.  One is that you
have to prove that the teacher is incompetent.  I believe this process
is called a 3-20 A or that is the section in the Educational Law book. 
I can't remember, my book is in storage.
