Draft tandems were put together to pull heavy loads through narrow streets, and the leader was often hooked to the shaft tips (reinforced, of course). The pace was usually slow, probably at the walk when turning, so the pull the wheeler off it's feet was not an issue. Hope that helps. Jay E.
