I see two ways:
A ::: politely ask users to use preview-button(1) and maybe give the
button another, alarming colour(2):

>> change /lib/tpl/[templateofyoutchoice]/design.css -- first there's
the need to change the class to this button, I don't know where @DW...
Otherwise (solution suggest B) change the source code such as force user
to preview before saving by first only make accessible preview-button. I
do not recommend this way, as it may not work for long and users will
soon click "preview" and "save" automatically without reading the
preview at all...
Just my two cents... Oh... a third one coming to mind: maybe one day,
administrators may have the chance to remove all "minor changes" from
the pages history. But then it will be necessary, that the admin is
sure, that no vandalism (such as deleting the whole content of a page)
is marked as minor change of current versions...
It is not easy to have a reasonable and effictient working community ;o)
