[dokuwiki] [Patch] Rowspan support

This is a patch for rowspan support as lined out by http://forum.dokuwiki.org/thread/3662
It uses ::: to indicate rowspan in table cells. I'm sorry for not being able to add the original authors name but it was in Chinese. I also added a line skipping the extra overhead if ::: isn't used at all in the table.
