Hi,
I have not been approved yet, so good luck getting the program!
Also, Flinger is based on Festival, which is a software synth for Linux.  I
don't know if Speakup supports it, but it might.  As for the major Windows
screen readers supporting it, don't hold your breath.  Festival can be made
to sing but aparently Flinger is a more serious effort.
