hmm maybe the Line 6 M13 stomp box modeller?
They've been out several years so there should be many on the used market. I don't own one, but I believe it acts a lot like a traditional pedal board.

I have no idea what to recommend regarding hardware.
I got tired of wanting access to the latest and greatest, but finding things to be unworkable. The best way for us, and I can't see this changing for a long time, is still a regular amp and some pedals, and of course a MIC to capture things.
There are load boxes you can put in line with said amp, to tame the volume.
