I've no intention to criticise, but for me it's hard to imagine that remembering ASCII codes is easier than remembering the RISC OS short cut. Moreover, the latter requires substantially less actions. On Windows, it's even dead simple: press ' and then the intended vowel. I think it can't be easier than that.
