Yes, I'd agree with that.
Something similar goes on with the MS-DOS file system, giving Windows
its default order for files in a folder - the order they were added but
not necessarily.
I really don't like the way Windows always puts new file at the bottom
when it's meant to be ordered in a particular way. And worse is when
they don't show up at all until you refresh.
