Well it really does depend on the changes.  Look at Sub-zero for example:

Sub-Zero
- Cryomancer: Adds the ability to summon Ice Weapons.
- Unbreakable: Adds Frozen Aura and Barrier of Frost.
- Grandmaster: Adds Ice Clone that can be thrown or used as a shield

Grandmaster sounds very much like a zoning character, while cryomancer
sounds more rushdown (perform combo, summon weapon, continue combo).
Depending on how they implement it at it could have a big effect on
matchups.
