If you look at what oscillate means it means it would go down as much as it
goes up, so if it goes up into the sky it also goes down towards the ground
as well.

I used "oscillate" as I couldn't think of a more suitable word at the time.

I believe those lights may have been fixed 45 degrees and didn't move. I never saw them in use but have been told they projected the beams of light into the night sky. Is it possible that they flashed alternately or perhaps "wiggled" instead of "oscillated" but who cares what word we use? This isn't an English class. :-)

The main point is they were warning lights.  Not lights see icicles.
