Given the placing of the roof mounted Gyrolight, some 10 plus feet behind the windshield and the angle of the Gyrolight, I'd say they had little or nothing to do with observing the roof of tunnels and more to do with making the locomotive more visible to motorists at night.

If you look at the placement and angle of the twin lights, the light beam would hit the roof of the tunnel barely a few feet in front of the windshield, hardly enough time and distance for the engineer to do anything about hanging icicles. In fact, the angle and placement of the Gyrolight seems to designed so that the beams of light emitted won't interfere with engineer's vision and dazzle him in tunnels.
