Thanks to Don, John and others for the input. I'm opting
for the dates CP received regulatory control of these
railways and, in effect, ownership of the assets. It may
not reflect true additions to the CP roster but a defined
date as Don suggests. This leads  me to another question
with regards to the Soo Line, what is the control date?
I've seen 1992 mentioned but nothing more specific, can
anyone provide a date?

CP took ownership in the fall of 2007 but had no control of the
company or operations so DM&E's engines couldn't be considered part
of CP. October 30, 2008 was the date CP exercised legal control over
DM&E but operations have not been integrated. That date is still to
come. For now CM&E/IC&E engines are CP's property but probably
shouldn't be considered part of CP's roster. The same happened with
SOO and D&H which became operationally and commercially part of CP
when they were "adopted" (as the AAR defined it) as part of CP.
Probably that would be the best date for your records, you can use
whichever date you prefer so long as you define it!
