Thanks Don, I had seen the reference to 1990, although Zuters
refers to 1989 in the forward to "CP Rail 1993 Review", but
I think I now understand where 1992 comes from. Referring to
the reorganization of CP, in the 1996 Annual Report, it also
states "In late 1991, it (CP) embarked on a major restructuring
program to deal with the unsatisfactory performance of its
railway operations." This would have effected some significant
changes on the Soo in 1992 as well. Regardless, I think this
as close as I'm to get on the subject.

The difference between the Soo and DM&E acquisitions is that CP had
long controlled Soo through majority stock ownership and exercised
through traffic agreement (with ICC approval) when it took full
ownership. On the other hand CP had no ownership of DM&E until it was
purchased in 2007 so the stock had to be kept in trust until STB
approved the deal in 2008. CP was the beneficial owner of the company
but did not control it while the stock was in trust.
