Wrong.
The personal edition specifically allows distribition under any Free
Software Licence, such as Open Source and GNU licences. This licence
model is very common in the Linux community, So Borland released a
Personal Version of Kylix. Then Windows programmers started to
complain... so they released a Personal Version of Delphi 6 as well :)
