This is very similar to the Maildir format for mail archives:

    http://cr.yp.to/proto/maildir.html

Maildir even uses ':' to delimit attributes, though I always thought
that it was just a nasty hack (very effective though).

In the long term, with filesystems like ReiserFS4, files can have
arbitrary extended attributes - The problem is that a lot of tools
have to change before this is ever going to be practical for normal
use.
